Alpena is the hub of northeast Michigan's Lake Huron coast, a working waterfront city at the head of Thunder Bay. The bay holds one of the country's great underwater treasures. So many ships wrecked here in storms and fog that sailors called it Shipwreck Alley, and today close to a hundred wrecks lie protected in the Thunder Bay National Marine Sanctuary, the first national marine sanctuary in the Great Lakes, with a free museum and glass-bottom tour boats downtown. The town's other deep story is cement. A 1957 Michigan report called Alpena's Huron plant the world's largest single cement mill; the current operator now calls it one of North America's largest. Besser Company says Jesse Besser produced one of the first hand-tamp concrete-block machines here in 1904, and the company remains headquartered in Alpena. Each July the city throws the Michigan Brown Trout Festival, which Alpena bills as the longest-running fishing tournament in the Great Lakes.

Why a buyer's property-tax bill can change after a sale

In Michigan, property tax isn't figured on what you paid — it's figured on the home's Taxable Value, with the local millage rates applied to that number. While one owner keeps the home, Proposal A caps how fast that Taxable Value can climb. When the home sells, the cap usually comes off — this is called uncapping — and the Taxable Value resets toward the State Equalized Value, or SEV, which tends to run about half of a home's market value.

That reset is the part that catches buyers: a longtime owner may have been paying on an old, capped number, so the year after you buy, yours can jump to the new one — and your first full-year bill can land well above what the seller was paying.
